The model is structured into three distinct but interconnected layers that move from Intent to Enforcement:

1. The Manifesto (The Conscience)

2. The Charter (The Law)

Turns intent into enforceable rules. It defines the machinery of governance:

  • The Autonomy Bundle: The mathematical formula for trust.
  • Policy-as-Code: The executable logic that enforces the rules.

3. The Framework (The Physics)

Operationalizes the Charter. It translates the rules into the technical architecture (The Context-Based Mesh) where every AI agent becomes an “Anchored-Agent”—wrapped in a governance sidecar that enforces policy at the network edge.
